Medicare has high favorable ratings..

Of course it does. One of the reasons is that it pays for whatever the doctor orders, even imaginary genital warts. The other is that it's "free" or nearly so and most old people are relatively poor. What's not to like?

There is a difference between a popular system and a wise system.
