Alaska has a pretty small population and plenty of oil, so the amount of oil per capita is very large, unlike the USA as a whole.

Alaska's population is less than 1 million and its proven oil reserves almost 4 billion barrels. So Alaska has one eight of the USA oil reserves and one four hundredth of the population. Or 50 times more oil per capita than the USA on the average. That's even better than Norway.
