As I said earlier, this process never ends. Every leader is essentially a cowboy at the expense of the

general public. We can only hope that at launch time the projectile ends up being the truck under the missile and not the missile itself, by some clever accident. Otherwise, the leaders will drink tea in bunkers while gnomes burn.
