>> no such U.S.-flagged vessels currently exist, <<

From the Blomberg article: bloomberg.com

U.S. shipyards haven’t built an LNG tanker since 1980. Ten carriers built by General Dynamics (GD) Corp. and Newport News Shipbuilding between 1977 and 1980 were registered under other flags such as the Marshall Islands, according to Clarkson Plc, the world’s largest shipbroker.

U.S. built but not U.S. registered. The youngest is 34 years old. Most of those still in service are likely
already under contract. You would have to wait for them to come off contract, get them inspected, upgraded
to current U.S. standards, re-registered and re-crewed. The bill has political appeal but isn't real world practical.
