Aha, so now you don't claim that the states with educational problems are all Southern Conservative leaning? I see problems in some Southern states' education systems. There are also problems in urban liberal controlled education districts.

Control of education at the local level is probably a better indicator of success than rural / urban. Certainly where charter schools are available it allows some children to escape subpar government controlled education districts.

One indicator of success in a school is involvement of parents. There is a strong correlation between the two. Religious and charter schools probably have more involved parents on average.
