The Asian herd is especially bad - even Mao realized that.
Funny you should mention that, because in Korea and Japan, birth rates have declined to 1.5 per family. And they didn't need the "one child" policy; in fact, the respective governments are trying to incentivize having more children.

China is already going down the same path. As Chinese families experience the finer things in life, they'll want the same for their children, which means they'll want fewer children in order to afford it all.

If you want to look at the places where birth rates have soared, look at India, South America, and maybe parts of Africa. So many humans there are treated like trash. You have another kid not because you want to support the kid, but because you want the kid to support you.
