"The top 1%" normally means the people who's income is in the top 1%.

In addition to the general meaning of the term the article you replied to also referred to the top 1% in terms of income.

They are not all super rich in terms of income (rich can refer to income, net worth, or some combination), and they are also not all super rich in terms of net worth. In fact many of them are not rich at all in terms of net worth, with temporary high income but a lot of debt sometimes with negative net worth.
