Your own CHART puts the lie to your statement! 50% are over 18, some of them have no records, and could go to a gun shop or a gun show and buy guns for ALL the gang members! You know, gangs are organized? They make plans and have strategies? You can find many tables like this at any gun show, willing to sell to anyone with the money.
