I'm not being silly. What would you say if Russia or China bought access in Mexico? How would you like it if Putin bought his way into Haiti and built a base?

How would you like it if Russia had promised that they had no plans to expand in the Monroe Doctrine Zone, and then moved troops into Cuba, Haiti, Mexico, and Jamaica with the agreements of those countries?
