You've made the claim that the gun violence in Chicago is because of gangs.

Majority - yes.
Now you claim that letting regular citizens own guns did the trick.
Not all violence is gang on gang - even in Chicago. But gangs will act differently in a public that is possibly armed.

Mayors have a lot of control over such things. The can allocate police resources, for example.
Chicago has moved police into high crime/gang areas - and it works - regardless of what DeBlasio thinks. It's stunning it took so many years for Rohm/Chicago to figure out what R mayors like Rudy Juliani have known for years.
