if only they had been armed and had a chance to defend themselves. Like at the Naval Yard. If only someone had been armed... Oh, that's right. There was that guard. Which is why the bad guy with a gun became a bad guy with two guns... The whole part about "a chance to defend themselves" is the kicker. If someone wants to do you harm, they aren't going to just walk up to you and challenge you to a duel. They will just go ahead and shoot you without warning.
