I doubt that was ever allowed by the "elites". If it was ever tried, the elites probably ordered the army to rape and pillage the commoners. My point. It has never happened, yet we have nutbars here claiming that it has been common and the US is walking the same road as others have before. Despite the fact that no one has ever done it... Now what has happened is the elites have focused solely on increasing their particular slice of the pie until the pie gets over-subscribed. Then they slide into obscurity, like the British Empire, have a revolution, like the French, or start having their territory poached by its neighbors the Ottoman Empire. If they are dominate enough, they collapse and drag a large part of the globe with them, like the Roman Empire. Such is what happens when an Objectivism like philosophy takes root. It bears bitter fruit...
