IMHO - democracy may work within a small group of electorate where individual voices are heard.

In a big system even on US State level is does not work as lobbyist and special interest that get the money or have it, influence legislation and the way things are done. The average man/women from the wider population has no say into their social and economic order.

As the average intelligence of people is straight in the middle 50% to 50% above or below average and democracy bring rulers over a nation with over 50% of the vote I would define today democracy as the tyranny of the fools and the interested parties, and therefore the present democratic system does not properly work.

Having 2 congress chambers improves the system a bit but it is way far from true democracy as envisioned and we are made to believe, as at the end your voice depends on the judgement of an un-elected "staffer" with great ambitions for power.
