If I am not mistoaken, the ruling was on the licensing of IE and Windows and its successors. If the code is truly integrated, the licenisng issue is moot. If it is not, MSFT simply has to make performance of non-IE Windows lean in features (maybe even no-internet features) and make the IE version rich in those features. For a difference of $10, which would most OEM's and consumers choose. NSCP is not that desirable.
