Unfortunate Vladimir Zhirinovsky is a very extreme person with views that are aired exactly for the reason of testing highly nationalistic views which in most cases are outright fascistic.

He does not even wants to admit that his father was actually a Jew.

I do think that the fact that Zhirinovsky's letter, was published shows or proves, that his manipulators are quite desperate.
IMHO they are trying to play on the nationalistic feelings in Romania Hungary and Poland. and in fact dismember Ukraine.
Only wonder what will Russia say if Ukraine will give back to the Romanians the Snake Island and with it the territorial rights to the NG deposits under he Black Sea, not to mention Moldova and Transnistria.
I only hope that the politicians in those countries are smart enough to realize the cheap approach to actually swallow all of Eastern Europe.
After Ukraine will get on its feet then those negotiation could start in earnest not now.
