What does "ROP" stand for? Looks like an acronym for a paramilitary police unit. I don't think they're initials for the officer.

Had a case here where a slow thinking guy drove off without paying for his gas. New clerk called the troopers who knew the guy would pay for it when they told him the next time he stopped. BUT 2 village cops heard the call and hit I55 and stopped the guy. He was afraid to open his window so they put 8 rounds in him. Instead of calling an ambulance one cop finished him off while he was laying on the seat. Cops got fired and that was all.
