Well it 'taint exactly the same. The bill allows the mining companies to dump MINING waste, as opposed to coal slag from power plants. I am sure there is plenty of tasty arsenic, mercury and lead in coal mining waste as well.
My grandparents burned coal in their stoves for many years. Both died of cancer in their later years.
Makes you wonder. Although they were exposed to many other environmental factors that could have contributed as well.
