I don't know when DNA evolved. Cell chemistry clearly shows that the cell of organisms was RNA based and even now every cell requires RNA to transmit the information coded in DNA to actually process proteins.

The best guess I have seen is:

"We are reasonably sure now that DNA and DNA replication mechanisms appeared late in early life history, and that DNA originated from RNA in an RNA/protein world."

My guess is about 4 billion years ago.
