You don't seem to understand the meaning of the passage you quoted.

This intense scurry for novelty in response to an external threat, and the coding of solutions into DNA which is passed sideways to their peers, is an observed method of evolutionary progress

That means that mutations are a planned response to stresses. You take them as just some magical thing called emergence that just happens for no reason.
