I don't think one can look at a build-out in percentage terms.
(40 % still needs to be built) a lot has to do with topography
and such. One needs a lot less towers in Florida, Chicago
than Southern Cal.

I would say most of the capital build cost is behind Nextel.
Two reason's; the site development expenses used to be outsourced
now they are done internally at a much lower cost. Two most of
the expensive towers in LA and NYC have already been incurred.

I used to work for NXTL in LA during the build out so I know this is fact.

Still can not tell you how much better the quality of the audio
is now compared to when I left 2 years ago. Its alot better.
