What they did was take over a working system, played musical chairs with the insured and claimed success.
As a result prices of all policies have gone up. They sold it as a cost saver and of course everything they sell they use the opposite terms. Much like the names of many the stupid bills. They sell the name and the name always is better than the product and often the opposite.
