The SPOT device can be set to automatic location transmission every 10 minutes. That's an extra service so people tend to not use that. There is also no reason to track somebody every ten minutes, normally.

It's not surprising that the authorities, as usual, bungled their response to his call for help. The authorities love their jobs and self-importance but are not much worried about the actual outcomes. They don't get fired and lose their pension and be sued for damages if somebody dies on their watch as happens to private enterprise.

At car crashes, tow trucks are there in minutes. Ambulances not so fast, if at all. In NZ these days people are not bothering with ambulances and waiting, maybe forever, but are getting themselves to hospital as best they can. In one absurd instance, an injured person lay dying while police stopped an ambulance going to rescue them despite the public at the shop saying the gunman had gone. The police were cowering in place, in lockdown. The public were dismayed. nzherald.co.nz
