That was the dilemma faced by many employers. When you employ someone for reasons of appearance you not only deny the business or government agency of a better employee thus risking problems, you also set up that individual for failure. Many people don't understand that because to many liberals actually believe that the actual title will bring with it the brains. They don't understand that words and titles have meaning. I have seen them replace the leaders in a successful agency and expect it to still work as the outstanding agency it once was.
