Ultimately, time will tell, but it is NOT "success" when half of the people who signed up are on the public dole. At least not by any rational analysis. And it is NOT "success" when most of the young people who signed up are those who are sick and therefore will not be contributing to to pay for old peoples' insurance. The program is a failure. The only thing left is to find just how bad it is, which we won't know until the government bailouts of insurance companies end three years hence. It is a tragedy for the nation.
