This isn't the subject of debate. He flatly stated it in an interview on CNBC, with words to the effect of, "Government is a poor allocator of resources. I'm transferring most of my wealth to [the Gates Foundation] because I think they can do a better job of using my wealth than government can."

And of course it makes total sense. I'm sure his tax counsel are totally down with it; it will totally avoid the estate tax while leaving the amount of wealth he chooses to to his kids. I believe he has indicated a mere 1 billion -- however, that likely excludes considerable investments in substantially appreciated capital assets that have been gifted over the years. He can leave his kids a very large sum of money and other property without pay a nickel in estate tax.

Gates had estate tax considerations but financial motivations as well.
