This is absolutely typical of liberal thought processes. The law isn't the law in your eyes -- it is a question of what you can get away with. So, they temporarily choose not to conduct audits and you take that as, "fuck the law; we're going to take what we can get."

And frankly, it isn't surprising when the president is doing the same thing that liberals all over the country decide food stamps are not for the needy, they are for whoever can get them.

It did have everything to do with the ACA because the ACA is what created the law. That the President ignores the law and regulations don't encourage following the law doesn't change the fact that the law requires it.
