You are clearly pretty stupid... Dodd-Frank came AFTER the debacle, which both parties presided over:

Further, apparently you aren't aware of the reason they had to bail the banks out OR the underlying problem... that the Federal Government insures banks that punt around in the markets. GIVEN FDIC insurance, the banks are NOT REGULATED ENOUGH.... get rid of that, and you'll have a real competitive system, otherwise you anti-regulation chanters are just stupid religious nut cases not unlike muslim extremists.
