I think brokers recommendations should be based on first available trade by the public. Therefore, the brokers who downgraded EFII would have shown a price of $14 3/4 to $14 7/8 since that was the first available bid to the general public. As trading goes today, they wouldn't be looking to good since it's hanging around $16.
