I have my own set of passwd creation rules. It considers site passwd rules. how many characters needed 6 7 8 how man character types lower case letter, upper case letter, number, control char usually at least 1 of some types or all types. depending on site rules. order of types start with, end with, position. make a keyword letter scramble. for each character. or using first character. use phone to number. use numbers for some or all positions. use position to rotate alpha back or forward fixed position or phone number position. It creates gibberish passwords, but one can create a set that one can use to remember. The biggest problem is remembering what a site rule is. Often I tell a site I forgot password. then get email to reset. then look at rules to reset and then know password. Does not work every time because sites over time will decide on different rules.
