How is that done?

I have a friend who is driving from Mesa to the Canadian border hoping to cross before midnight tonight so he does not overstay his 180 days in the USA. This guy spends tons of money in Arizona, employs people and would be a great citizen. If he is there a day past his allowed stay he can be declared a US citizen for the purposes of taxation and can be tracked and brought back from anywhere on the planet. No upside for a foreigner with money entering the USA. Some of Canada's wealthiest are from the US and live in Singapore and Canada part time.
