We've seen single-issue statements on immigration, for example, but not foreign policy as such.

There's an interesting site called www.ontheissues.org. Not sure how complete it is, but for example, here are 9 statements by Rubio on foreign policy. As a Senator, he would likely be most engaged on the topic. Governors generally aren't.
