There is adverse possession, but you can't take title to federal land by prescriptive use. And the government took action to stop the illegal use by taking him to court and getting judgments in tresspass against him in 1996 (or thereabouts) and 2013.

The fees cover the costs of maintaining the public lands. How it works in the West is that these ranchers own private property abutting public lands, and then lease or pay grazing fees to graze their cattle on those public lands. It's not like Texas, where you have 100,000 acre privately owned ranches. Most of the ranches here in the Rockies, like in Wyoming, are largely federal leases. You pay the fees to use the land.

The SS thing is bizarre and wrong in spirit if it isn't in letter. The Social Security rules and regulations are not something I've cared enough to look through to find out.

...there is a conscious effort on the feds part to grab every single buck they can get their hands on no matter how long ago the "debt" was incurred nor how tenuous the evidence is.

I remember a few years ago a judge challenging banks trying to foreclose on homes when they couldn't prove they held the mortgage - they were then traded around like baseball cards. Other judges were rubber-stamping foreclosures without evidence that they possessed proof of holding the mortgage. I haven't seen anything since about this.
