Correct. Ah but that's the conundrum. How much tax does Warren Buffet actually pay? Or Gates? They have accumulated untaxed assets but don't really pay much in taxes. Remember Warren Buffet historically saying his Secretary pays more in taxes than he does. That's largely true, so Buffet wouldn't get anywhere near the number of votes you would assume he would get. In fact is Secretary would get more pull in how the Govt. is run than he does. Right now, Buffet lobbies the Govt for everything he wants without paying for it. The corollary to my rule would outlaw lobbyists paying for anything for any Govt official including lunch, dinner, drinks, entertainment, travel, loans...anything, all 100% illegal.
