OK, let me address your concerns in one sentence: An undeveloped mind simply does not make as good of decisions as a developed mind! You get those girls educated and they will not have kids at a young age. We have those statistics too and they show educated girls putting off both children and marriage. Way off into the 30's! Most of the crime and poverty can be alleviated by education. Not many people on welfare with a college education. I have read research that said for every dollar spent on head start the society got back $30 to $60 in increased production and lower crime.
