You seem to assume that Chomsky was right and Skinner was wrong, which at least in the hard cases, is not correct. Unless you're going to pull out the old "consensus of scientists" bullshit. Also, as to Shannon's Entropy, I think you have misinterpreted its meaning. At least, AFAIK, it doesn't pertain to sounds or phonemes, but in fact relates to the characters making up the phrase. I'm no expert on this subject but that is my understanding of the linguistic application.
