Insurance companies? They can't raise their prices without getting the consent of state regulators. That's not "when we feel like it."

The government is looking over the industries shoulder, so they are looking for ways to be more efficient, rather than passing the cost of their inefficiency on to the insurance industry, and ultimately the consumer.

Who is "they" [are looking for ways to be more efficient] ? And having competition, aka the market, looking over your shoulder produces a lot more efficiencies than having the government do it. All that leads to is playing the government du jour's game.
