"Less than expected" != "more affordable". The later generally implies actually reduced prices, not higher prices that might not be as much higher as some earlier estimate.

Thanks in part to the ACA, health care spending has slowed dramatically and health care inflation is at its lowest point in 50 years.

There is essentially no evidence for the "thanks in part to the ACA" part of that statement. The decline started well before the PPACA was passed.
