But the Dems didn't enact it to reduce the quality of care. They enacted it to to reduce the number of uninsured. So when measuring its success in quantitative terms at this point, the number of uninsured is what should be measured. And from what I can tell, it is higher now than it was when the Dems enacted Obamacare.
