Putin doesn't benefit from the fake threat. He or his minions would not have had anything to do with such a stupid thing. It's amazing that people in Sier took it, hook, line and sinker. John Kerry got in high dudgeon.
It's the sort of retarded thing the CIA/Office of Disinformation would come up with. Or some losers in the Ukrainian thuggery. Just ignore it or at least blame the most likely source = the Office of Disinformation.

They would have thought "Even when it's shown as a fake, it will get everyone worked up and shouting at each other and more easily led to fight".

per usual guessing, the most outrageous comes near the end

events are just getting started
