Which means it will harm Medicare recipients. Well make them worse off than they would have been without the cuts, it's still giving them benefits so they are receiving from the program not being harmed by it, and the value of those benefits will go up over time so they will be receiving more than now not less, but they will be receiving less than they otherwise would have received.

If you pay the doctors less than people on Medicare will have a harder time getting a doctor, may wait longer for the doctor, and may get less time with the doctor. Doctors usually are not operating as charities.
