I see little reason for it to be more than minimally more effective. As for most cost effective it seems quite the opposite. All the states already have photo ID programs, they already have to pay for the DMV (or whatever they call their department issuing licenses) infrastructure and operations cost. Yes there are also Social Security offices all over the country, but



1 - Fewer, probably much fewer than DMV offices. There is one Social Security office in my county (with over a million people) compared to 5 DMV offices (with another 4 just outside, and an additional 3 not far away).



2 - The state DMV offices are already set up to issue picture IDs, the Social Security offices are not.



3 - About 88%* of the adult population of the US has a drivers license. The percentage of eligible voters is probably even higher. Also some more people have "walker's IDs". They would all only need to come in to renew. 0% of the population of the US has picture Social Security ID cards. If your trying to give them to everyone you would have to issue over 300 million new cards.



So the picture Social Security card plan would seem to be noticeably less cost effective (esp. if you want it to be in effect anytime soon.

Those IDs would probably still be ok. So you would still have just as disjointed of list in the sense that different states would have different lists. Presuamably every state would accept this one type of ID, but I think every state already excepts drivers liscences (and DMV non-drivers ID cards).
