To understand this you must understand the Stalinist system, which was put in place in such a manner of interdependence of manufacturing units to produce a widget in an effort to keep the wast expanses of Russia economically in one piece.

As to the actual efficiency of those plants they are at least 50 to 60 years old wonder how efficient they are, but at the time produced the most desired steels to build relatively highly accurate cannons - I am not an expert on steel but from previous war I know that those long range cannons where precise even after firing several charged munitions

If you understand the implication of extreme heat on a long metal tube you understand why it matters. Even the sun shining in the desert on a long range canon can affect it accuracy.
