Callous opinion? Neither callous or opinion. It's just a description of how it works. I neither applauded or condemned it. I just tried to explain what is since you apparently have a mistaken impression that there is some right and associated responsibility.

Indeed. That's what I've been trying to get through to you. The exceptions listed in that piece I referred to earlier, obligations of those who may be liable because they either created the problem or are commissioned to do rescue work. Passers by and other disinterested parties have no obligation.

Hopefully, since you don't believe me, you can believe it when it comes from your own source.
