I'm not sure what your getting at. That they are supposedly ripped off if they don't get past the deductible? You save money up front by having the higher deductible (at lest you used to save a bunch of money, its less clear now with the PPACA in effect).

Not reaching the deductible amount isn't a bad thing. It means your less sick, and also that you spend less of your own money then you would if you did reach the deductible limit.
