Bingo! And why is that?
Because urbanization tends to favor Democrats.

In other words, it's their problem, but they don't feel any pressure to resolve it because the risk to their own political careers is low.

All they have to say is what you are programmed to say. "At least we're better than the Rs." They don't even have to prove it.
