I knew a guy who had a life term in prison (which he later got out of).

The last month before he was released they sent him to a sissy, country-club "prison" where Michael Milken was serving the sentence the courts gave him.

He described Milken as a tall, bald-headed weak looking guy.

His comment on Milken was that people who stole a few a few thousand dollars were in prison with sentences far longer than Milken's

while Milken stole BILLIONS of dollars.

I believe it's because of the violent nature of their crimes. Use a gun or any weapon With Threat Of bodily harm and they throw The book At you. Financial white collar crimes just don't seem to garner the same response from the justice system because no violence is involved.
