Cisco has its own operating system and it uses VxWorks. For example, the AXIS multiservice concentrator uses VxWorks, albeit it came by way of the Stratacom acquisition.

I believe most telecom/network equipment companies have their own operating systems, and strongly resist converting to a commercial RTOS with associated royalties and loss of control. However, many network equipment companies are facing the fact that they are not in the OS business, and they need to concentrate their efforts on adding value. No networking company, not Cisco, not even Lucent, can hope to stay competitive for long with the leading commercial RTOS. Why should they even try? Better for them to layer their unique software capabilities on top of VxWorks, and still call it anything they want, like Cisco IOS.

I2O will speed up this process for networking companies.
