Neither of your opinions make much sense, when considered either in the normal meaning of the words of the amendment in the English language, or in the context of the history at and before the creation of the amendment.
That friggin amendment's been debated for about 200 years.....how many court decisions are about it.... The Heller case in 2008 was the first (yes, in 2008) to rule on the right of an individual to own a gun....and Scalia said there are exceptions there also....bear in mind the decision was made by a conservative court.
So don't judge others opinions as not making sense....

In Stevens case I suspect its a matter of having an opinion of the way he would like things to be and then trying to come up with some legal interpretation that moves things in that direction.

No one would have trouble interpreting Stevens version
