FDR's policies helped prolong the depression, but Hoover's policies were harmful as well.

The point is though that Hoover's policies where not the free market or do nothing policies that many seem to think they are. At least as a president he was an interventionist statist (not to the extent of FDR but that's a pretty high hurdle to jump).
