Looks to me more like a 3rd successful test of the low.

I'm not sure if people use the closing low or interday low as the NASDAQ actually went much lower on Oct 28th (than on Oct 27th) before it closed higher on a good rally.

Also, semi equipment stocks are alot lower now than on the first dip so they did not successfully test the low.

To me, TA is alot like Santa Clause....Santa Clause explains why there are presents under the trees even if the model is not based in fact. To me, this just looks like a good correction bringing back alot of stocks into proper valuation. Valuations were way too high for many stocks in expectation of perfect conditions and the Asian Flu simply eliminated the perfect conditions....much like a good sneeze expells ...... Too bad many of us paid closer to $30 than $19 for UTEK, but there is still food in the trough to slop up before the good earnings in the future bring these stocks good valuations. There seems to be alot of good value in the market now for those with the stomach for the dips that we still might see in the months ahead.
